The goal of SCMS is to strengthen the continuum of prevention, care and treatment for KPs through a reliable supply of HIV commodities such as RTKs, condoms and lubricants, STI drugs, and ARVs for PLHIV. SCMS will build on the results of the previous year to continue to strengthen the existing HIV/AIDS commodities supply chains in Guatemala, El Salvador, Panama and Belize through TA and capacity building provided to the Ministries of Health (MOH).

SCMS will continue to facilitate collaboration between donors, implementing organizations, and service providers through information exchange.

In ROP 2014, SCMS will continue supporting university schools of pharmacy in the region, to incorporate supply chain management themes into curricula for training new health professionals.

SCMS work in Central America represents low–cost, country-owned solutions, which are a critical part of facilitating sustainability. All SCMS TA is designed to empower national MOHs to manage their own supply systems. The TA includes the transfer of skills and capacities to national stakeholders and MOH logistics personnel. SCMS also supports the sustainability of supply chain best practices by promoting the MOH adoption of related norms, standard operation procedures, and methodologies.

Given the significant stigma and discrimination throughout the region, this mechanism plays a critical role in ensuring commodity availability for hidden key populations that will only access prevention, care and treatment through services and spaces available to general populations.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
